MGI presents advances of the new National Identity Card at the Digital Citizenship Congress in São Paulo

Ministry of Management and Innovation in Public Services (MGI), through the Secretariat for Digital Government (SGD), took part in the São Paulo stage of the Digital Citizenship Congress 2025, held this Wednesday (July 30). The Secretary for Digital Government, Rogério Mascarenhas, and Director Hudson Mesquita participated in thematic panels on the progress made in the field of digital identification. Among the highlights was the National Identity Card (CIN) and reflections on the challenges and opportunities of the project within the context of Brazil’s digital transformation.

At the event, the issuance of more than 30 million new identity cards in the country was celebrated, including four million in the state of São Paulo, which reached the national leadership in the absolute number of documents issued. “A project like this is important in many aspects. The CIN is a passport to citizenship from the beginning to the end of the population’s life,” stated the Secretary for Digital Government.

According to Rogério, the new document improves identification for security and fraud prevention purposes, access to public services, and personalization of the citizen’s relationship with the State. He mentioned that the secure identification of the population through the issuance of the CIN will also serve as the foundation for social security benefits, increasing the integration of public data.

In this sense, he emphasized that the ultimate goal of the MGI is to provide “a government for each citizen” by integrating the biometric identification of the CIN with the federal government’s service platform, GOV.BR, and other public databases. This idea also includes customizing the State’s communication with individuals and the delivery of federal, state, and municipal public services.


Digital Public Infrastructure (DPI) and the private sector

Advances in the identification of the population are part of a broader initiative: the development of a Digital Public Infrastructure (DPI) for civil identification. A DPI is a set of shared digital systems that must be secure and interoperable. These systems can be built from specifications and standards to provide equitable access to public and private services.

The main example of its use by private services is in the granting of bank loans. This impact on the economy and the fight against financial fraud through the Digital Public Infrastructure (DPI) of Civil Identification was the topic of the last panel of the day, moderated by Secretary Rogério Mascarenhas and attended by the SGD’s Director of Digital Identity, Hudson Mesquita.

The panel also marked the signing of a Cooperation Agreement between the Ministry of Management, the Brazilian Association of Technology Companies in Digital Identification (Abrid), the Brazilian Federation of Banks (Febraban), and Zetta, a nonprofit association of Brazilian fintechs.

“The purpose of this agreement is to study how the implementation of the DPI and the improvement of citizens’ identification can positively impact the economy, the GDP,” explained the director. According to Hudson, there is no transfer of funds or sharing of citizen data involved. “It is merely a formalization of a partnership to measure the impacts and plan the next steps,” he added.


Digital Citizenship Congress

The Digital Citizenship Congress is the main forum for debate on civil identification in Brazil. The event is organized by the Brazilian Association of Technology Companies in Digital Identification (ABRID), with the support of the MGI and other public and private institutions.
