The Brazilian Association of Companies for Digital Identification Technology (ABRID) has been appointed to join the Advisory Committee of the National Digital Government Strategy (ENGD), according to the final results released on Thursday (April 11) by the Ministry of Management and Innovation in Public Services. This group will be responsible for monitoring the implementation of the strategy, proposing updates to its recommendations, and promoting digital government initiatives and strategies across federal entities. The call for applications was published by the ministry in February this year.
The result was officially released on April 11, after ABRID was ranked first in the previous selection stage to represent the productive sector on the Committee — in accordance with the provisions of MGI Ordinance No. 9,682, dated December 23, 2024, which regulates Decree No. 12,069, of June 21, 2024. This decree establishes the National Digital Government Strategy and the National Digital Government Network – Rede Gov.br – and defines the strategy’s guidelines for the 2024–2027 period. Focused on the identification sector in Brazil, ABRID brings nearly two decades of institutional work promoting technologies that expand access to citizenship and support the modernization of public services. Participating in the ENGD marks a significant step for the institution, enabling it to contribute at a more strategic level to the formulation of public policies for digital transformation of the State.
“It will be the responsibility of committee members to periodically monitor and assess the outcomes linked to the implementation of this strategy, which is essential for expanding digital government efforts across Brazil,” said the Secretary of Digital Government, Rogério Mascarenhas. “We thank all participants. In addition to the MGI, which will chair the committee, the body will include representatives from the Ministry of Science, Technology and Innovation (MCTI), Ministry of Communications (MCom), the Civil House of the Presidency of the Republic, Office of the Comptroller General (CGU), Ministry of Health (MS), Ministry of Education (MEC), Ministry of Justice and Public Security (MJSP), and the National School of Public Administration (Enap).
For Célio Ribeiro, Executive President of ABRID, the appointment reaffirms the association’s commitment to a more modern, secure, and citizen-centered government: “We will contribute with technical expertise and a forward-looking vision for the development of public policies that promote digital transformation with a focus on efficiency and citizenship. Being part of this Committee means continuing ABRID’s mission — now at a nationally significant level,” he stated.
The ENGD Advisory Committee is responsible for guiding and monitoring the implementation of the National Digital Government Strategy, fostering collaboration among public agencies, the private sector, academia, and civil society, while avoiding redundant efforts and amplifying the impact of initiatives. Created to bring together the key players in Brazil’s digital development, the Committee serves as a permanent forum for discussion and institutional alignment.
ABRID’s presence underscores the importance of integrating the identification sector’s expertise into the country’s digital agenda, contributing to solutions that prioritize citizens and reinforce trust in electronic public services.
Participation in the Committee, including any of its subcommittees or working groups, will be considered a relevant public service, without remuneration.
ENGD
The National Strategy consists of a set of recommendations aimed at coordinating and guiding digital government initiatives across all federative entities. The goal is to expand and simplify citizen access to public services. Through this framework, each entity can also develop its own local digital government strategy.
Among the key objectives of the document, valid through 2027, are Governance and Management, Quality of Public Services, Unique Citizen Identification, and Data Intelligence. The latter aims to improve decision-making and service delivery in public organizations through the ethical and continuous reuse of data for analysis, interoperability, and personalization.
