National Identity Card Will Protect Citizens Against Fraud, Says Lewandowski

The Minister of Justice and Public Security (MJSP), Ricardo Lewandowski, joined, this Tuesday (14), the more than 18.3 million Brazilians who have already applied for the new National Identity Card (CIN). “The CIN will facilitate the exercise of citizens’ basic rights, while also protecting them against potential fraud,” emphasized the minister.

The Federal Government expects to issue 130 million documents by 2026, when the issuance of state-level identity records will be discontinued. According to the head of the MJSP, it is not uncommon for criminals to have multiple documents issued in different states of the federation. “They issue these identities in different states, with varying numbers, allowing them to commit all kinds of crimes, especially financial fraud, particularly in this virtual world,” Lewandowski highlighted.

Célio Ribeiro, Executive President of InterID, emphasized the positive impact of this statement: “This is the message from the Minister of Justice and Public Security that fills us with pride and gives us the conviction that we are on the right path in implementing the new Identification System in Brazil.”

The CIN adopts the CPF (Taxpayer Identification Number) as the unique identification number across all federative units. By doing so, it structures administrative records, enhances public security verifications, and reduces the risk of fraud. The document can also consolidate other information, such as Voter Registration and Work Permit data. It is valid for 10 years, and the first paper-based version is free of charge.

The technology adopted enables different government sectors to work in an integrated manner to meet citizens’ needs from birth. Furthermore, identification data flows in real-time to all identification agencies, minimizing errors.

Document issuance must be scheduled at the Identification Institutes in the states and the Federal District. For more information, visit the CIN website.

The National Driver’s License (CNH) will not be replaced by the new identity card, as it contains specific information for vehicle operation.

Security

The MJSP is responsible for the security features of the CIN, such as generating the QR Code with a digital signature, which ensures the authenticity of the document, and for storing the entire database of biographical and biometric information it contains.

The ministry also produces the Machine Readable Zone (MRZ), an alphanumeric code that appears on travel documents such as passports and identity cards. This identifier is an international standard that allows for automatic reading of the document holder’s personal data.

The implementation of the CIN results from a partnership between federal and state governments. At the federal level, in addition to the MJSP, participants include the Ministry of Finance through the Federal Revenue Service; the Ministry of Management and Innovation in Public Services; the Ministry of Human Rights and Citizenship; the Ministry of Health; and the Civil House, which oversees the Federal Civil Identification Executive Committee.
