Dear Celio, I welcome this initiative to create InterID - International Institute of Identification. Coming from you, two important points are already clear: seriousness and credibility. We live in new times in the country's Identification System, which imposes great challenges but also great advances, especially in guaranteeing a unique biometric database capable of guaranteeing security and citizenship to our people. This new reality also imposes on us the need to strengthen ourselves as official identification bodies, in all units of the federation. In this sense, I see an important role for InterID as an inducer of partnerships and sharing of experiences, including international ones, through constant and reliable communication channels in the face of the problems that we will have to overcome.

The new identity card (CIN) will be very important to reduce counterfeiting and better identify the citizen. Added to this innovation, InterID was created to strengthen the integrity and security of this information linked to the CIN. As nothing comes suddenly and by chance, I congratulate the work of Célio Ribeiro, who, since the beginning of the RIC, has been committed to the development and security of national identification.

InterID was born with an extremely honorable purpose. Identification is much more than procedures, methods, technicalities and the like. It is the first civil right of any human person. How many still do not have this fundamental premise guaranteed in Brazil and in other nations? InterID can be an active voice in this scenario as it decided to bring together a technically and politically competent team. I am sure that Célio Ribeiro's leadership on this new front will bear much fruit for all of us, in addition to believing that the initiative will far exceed the expectations of its founders.

It is with great pleasure that I congratulate Mr. Celio Ribeiro for the foundation of InterID - International Institute of Identification, both for the importance of the unprecedented initiative as an entity that brings together all the good entities engaged in the permanent search to guarantee the citizen their right to a secure identification, as well as for their vision of the future on the subject. as transversal as this one, but despised for so many and for so long, which permeates all areas of the full exercise of citizenship. Celio Ribeiro has my personal and professional respect since the first days I assumed the Presidency of the ITI, he is our partner in the annual realization of the CertForum through ABRID - Brazilian Association of Technology Companies in Digital Identification, and is, without a doubt, the right person in the right place for this mission: always ethical, committed, objective, articulate and, above all, an obstinate defender, for decades, of the citizen's right to have a strong, secure and technologically updated Identity. If talking about Identity was already synonymous with remembering the name of Celio Ribeiro, from now on it will also be synonymous with the InterID Institute!

Dear friend Célio Ribeiro, a little while ago I was collaborating with you in this universe of identification and I realized that all initiatives, when synergistically well used, result in what we now have the identification of the Brazilian citizen as a State project. InterID is yet another innovative work and I could say unprecedented in the world that brings together government, academia, companies and national and international civil society in a great forum so that this issue can be discussed and improved. Certainly, the founding friends and all the collaborators have donated to this cause with visible results for the citizen. Congratulations to all involved.

I have been living, reading, studying, implementing for over 15 years and I am a true devotee of the world of identification, cryptography and their consequent insertions in society. In this incessant work, full of love and dedication, I had the pleasure of meeting Célio Ribeiro. More than his notorious technical competence on the subject of identification, he is a dedicated, resilient, serious, helpful professional with a strategic vision. Célio breathes identification! I learned from Célio Ribeiro that identification is an instrument not only pertaining to public security or services; it is an apparatus of the very principle of citizenship. There is no participatory faculty of the State of its people or of life itself without correct, reliable and secure identification. To take the technical conditions, methods and strategies of this path to Brazil and the world, I believe that is Célio's mission. In this sense, I congratulate the creation of the International Institute of Identification – InterID. That InterID can be the living organism to bring best practices, bring together ideas and innovations, bring practical and theoretical knowledge, bring together government, academia, industry and civil society around a goal. It will certainly be the world reference on the subject! Congratulations Célio Ribeiro and everyone involved! Ahead, there's a lot to do!

The International Identification Institute – InterID was born at a time of great relevance and great challenges for the Brazilian people. The transformations of modern life with its disruptive technologies, especially in the last ten years, have reached an almost instantaneous speed and, as a rule, global reach, with profound changes in personal and institutional relationships. At the same time, the socio-economic and cultural challenges of nations remain the same. After about four decades of waiting, the National Identity Card –CIN, as a single document for the entire Brazilian territory, has become a reality, which will be recognized in the future as a landmark for the citizenship of all Brazilians. Until today, it was possible to obtain an Identity Card in each of the 26 Brazilian States and in the Federal District. That is, every Brazilian could have up to 27 civil identifications, all valid in the national territory. This cornucopia of documents, in addition to bringing disruption to the lives of citizens, hampered State initiatives, especially in matters related to public security and the granting and maintenance of public policies. As a consequence, the identification of the citizen required a variety of other documents and activities, generating bureaucracy, waste of time, the occurrence of crimes of misrepresentation, among others. We entered a new era with Decree No. 10,977, of 23 Feb 2022, which created a unique Identification throughout Brazilian territory, bringing citizenship and modernization to Brazil and to Brazilians. The Decree established an identity card issuance standard and model for all state identification agencies. The document was developed with modern security elements, including a QR Code, making it easier to verify the authenticity of the document, for everyone and everything. In addition, it uses the CPF number as a unique national registration number, with complete security and transparency for the citizen's personal information. With these qualities, the document will be the safest in Brazil and one of the safest in the world, and will also be available in digital media, through the GOV.BR application. To identify someone is to recognize them not only as a person but, above all, as an integral citizen of the Cruzeiro do Sul nation, facilitating their access to public policies and their participation in the construction of the national future. Finally, it's to make him feel Brazilian. InterID, as an organization that will bring together people and institutions to act strategically in favor of a secure, modern and citizen identification system, is aligned with the purposes of the Brazilian State to guarantee the rights of citizenship to all Brazilian people. Thus, it is with great satisfaction that I see the creation of the INTERNATIONAL IDENTIFICATION INSTITUTE as an important and timely initiative to act in an active, technical, modern and responsible way with real possibilities of great success that is projected in its future horizon.

Congratulations Célio for this initiative. Since when I met you, back in the 90s, when I held the position of Director of the INI/DPF, you were already fighting for a modern and secure civil identity. At the time, we started the Meetings of Directors of Identification Institutes of the States and DF, we created the National Association of Directors of Identification Institutes-ANDI, then we transformed it into the National Council of Directors of Identification Institutes-CONADI. In 2007 VS created the Brazilian Association of Technology Companies in Digital Identification-ABRID, until today acting in support and incentive to a modern and safe civil identification. There were numerous events in support, mainly to public bodies, always focused on a modern and secure identity. Now VS creates InterID with which, we are sure, will continue working for a better country, always for the benefit of a society with more modernity and security. Congratulations.

The issue of identification has never been more urgent, and it is sure to be strongly on the national agenda next year. Each and every forum and debate meeting must be cultivated. I always remember one of the IETF documents that warns that this is one of those themes, at the same time simple and complex. There are no immediate answers, and dogmas should not be cultivated. What is the scourge, and what explains its urgency, is the so-called "identity theft", - all those who work directly or indirectly on the subject of identification, they know the anguish it means for a person to have their identity used wrongly, even more so in this world of digital identification. If nothing else, the debate is always justified and that we have the tools to consolidate the discussion and the consensus that should arise from that. Therefore, prepare Célio for this enterprise, - a topic that he has certainly been familiar with and has dedicated over the last few years.

The emergence of the International Institute of Identification – InterID is a great opportunity for society to participate in promoting citizenship through the universal right to recognition as a person before the law. There could not be a more opportune moment for its creation, when we enter a new era with the National Identity Card. Célio Ribeiro, once again, demonstrates its tireless leadership in this very important segment. As in its previous performances, it is certain that it will achieve all of InterID's objectives. Congratulations, Celio and others involved.

The new Brazilian identity should already be a reality. Unfortunately, this process has been too late. What is important now is the union of efforts and measures by the Federal Government and the States for a prompt, full and effective implementation of the new identification model. Notarial and Registrar activity is closely linked to civil identity. It is increasingly necessary to strengthen identity and ensure that every individual has access to his or her record and identification. Not only support but also incentive to strengthen identification processes in our country. I constantly defend and support actions for the benefit of a secure and modern identity for the population. I have known Celio Ribeiro for many years, I know of his dedication to the projects he is ahead of. I congratulate you for your seriousness and ability to join forces for the benefit of the technological infrastructure in all sectors in which you participate. Dear friends Célio Ribeiro, Cláudio Machado and Carlos Collodoro, I congratulate you on the wonderful initiative of founding an international organization specifically focused on what is our first right as citizens: identification! InterID will certainly fill an existing gap of an entity specialized in debating, promoting, technically supporting, training and equipping managers and technicians, public and private, in terms of best practices, technologies and identification processes. I have been working in the public sphere for two decades, dealing with projects that consume identification daily to ensure citizens' rights and duties, thus experiencing all the hardships arising from existing deficiencies. I can safely say that an entity of this nature will greatly contribute to the strengthening of identity projects around the world. During all this time, an active, combative (in a positive, constructive), committed, tireless and knowledgeable person was Célio Ribeiro. Knowing Célio as I know him, I have no doubts about the seriousness and certain success of this initiative. Congratulations and success to all involved!

During the entire period that I worked with Information Security in the financial system, the challenge of creating a robust identity that protects society from risks to property, reputation and even people's emotional tranquility was always present and urgent and countless efforts were made in pursuit of this objective. In the digital world, this challenge is even more present and urgent. The world strives to seek solutions to improve people's quality of life, through new technologies, but is faced with the greatest obstacle to the fullness of this possibility: Identity Theft, especially in the digital environment. Brazil took an extraordinary step by implementing the new model of civil identity, the National Identity Card-CIN, from August 2022, which will be issued in physical and digital format, the result of the work and perseverance of many government citizens and of civil society. But, the subject does not end there, it is necessary a constant observation and debate about the new challenges that arise all the time in this universe. The creation of an international institute, on the initiative of one of the members of civil society who worked hard for this achievement, Célio Ribeiro, is extremely opportune and contributes to the constant improvement and debate on the subject. InterID was born with the identity of its specialist founders who will now, in synergy, contribute to guaranteeing people's fundamental right to existence by promoting access to an identity document.
