At a G20 side event, the “Virtual Workshop: Digital Government and Inclusion,” held this Tuesday (06/18), brought together authorities such as Rogério Mascarenhas, Secretary of Digital Government of the Ministry of Management and Innovation in Public Services (MGI), as well as representatives from the National School of Public Administration (Enap) and the Organization for Economic Cooperation and Development (OECD). During the panel “The Potential of Public Digital Infrastructures (PDIs) for an Inclusive Digital Government,” Mascarenhas detailed the federal government’s work to reopen dialogue with states and municipalities in 2023.
In his presentation, Mascarenhas emphasized the importance of GOV.BR as a brand that connects citizens to all levels of government, expanding the availability of digital public services. He also highlighted the role of the National Digital Government Network (Rede GOV.BR) in promoting collaboration and the exchange of innovative initiatives related to digital government.
The National Digital Government Strategy, which will be launched in the coming days, aims to guide the development of Digital Government Strategies at all levels, seeking to expand and simplify access to public services. One of the key principles of this strategy is to make the Brazilian State more inclusive, effective, intelligent, efficient, transparent, participatory, and sustainable.
In the context of inclusive digital government, Mascarenhas stressed the importance of the National Identity Card (CIN) as a PDI of the Brazilian government. He pointed out that the CIN, integrated with GOV.BR, contributes to improving the identification system, reducing fraud, and enhancing security in the citizen identification processes in the country.
“Since the 1980s, there has been an attempt to solve the problem of citizen identification in Brazil. In the old model, a Brazilian citizen could have a different registration number in each state. Now, the CIN has a unique number for accurate identification, which is the CPF, and also provides better citizenship practices,” said Mascarenhas.
Célio Ribeiro, CEO of InterID, commented on the relevance of these discussions and the CIN in the context of digital inclusion and data security. According to him, “The CIN is a milestone in Brazil’s digital transformation. It not only simplifies citizens’ lives but also strengthens the government’s data infrastructure, promoting more efficient and secure public management.”
Another relevant topic addressed was the National Data Infrastructure (IND), which seeks to integrate and ensure interoperability of various information and data sets at all three levels of government, eliminating the need for multiple documents in government interactions.
The Virtual Workshop was an opportunity to discuss significant strategies and advancements in digital government, aiming to improve the efficiency and quality of public services for citizens.
